Jeong EunIee Director, North Korean Research Division     Until now, discussions on sanctions against North Korea have focused primarily on the perspectives of the international community and policymakers, while relatively limited research has examined how sanctions have affected the daily lives and livelihoods of ordinary North Koreans. Yet the effects of sanctions cannot be explained simply in terms of the magnitude of economic pressure they exert. Even the same policy can produce markedly different outcomes depending on how the people subject to it perceive and interpret it. Against this backdrop, the Korea Institute for National Unification (KINU) published An Analysis of the Effects of Sanctions against North Korea: Focusing on the “People’s Livelihoods.” For this study, in-depth interviews were conducted with 25 North Korean defectors. Based on the interview findings, key survey questions were developed and used in additional in-depth interviews.
