| North Korea's newly inaugurated 15th Supreme People's Assembly (SPA) held its first session on March 22?23, 2026, adopting an amended constitution that, among other changes, renamed the "Socialist Constitution" simply the "Constitution." In his policy speech delivered on the same day, Chairman Kim Jong Un addressed a significant health-system reform centered on the expanded implementation of a medical security system funded by a health insurance fund. This article argues that the five-year health modernization plan adopted at the 9th Party Congress and the health-system reform outlined in the SPA's policy speech are closely linked, and analyzes the background and implications of the reform and its likely effects on North Koreans' right to health. |
